Dr. Gates was the vice president of Edinboro University, Edinboro, Pa. The United States Department of Human Services was giving large sums of money to Edinboro University for "Special Projects." Gates was indicted for embezzling those funds and using them for personal use. The Federal indictment included multiple counts of embezzlement, filing false statements with the Department of Human Services and various other violations of law.
